						 <p>There is no representativity in the portuguese TC but from Microsoft's interests. They made the portuguese TC a "count the chairs" game. This is the first clear sign that the membership has been manipulated (to say the extremely very least).</p> <p>The NB should discard the vote recommendation from the TC, at this point it would probably mean that it should change it's vote from YES to ABSTAIN.</p>

						 <p>In his blog, <a href="http://rikhard-scientia.blogspot.com/2007/10/aps-diversas-leituras-sobre-o-caminho.html">http://rikhard-scientia.blogspot.com/2007/10/aps-diversas-leituras-sobre-o-caminho.html</a>, Ricardo reports that he questioned the Ombudsman of the City Hall of Cascais (CHoC, which is a member of the portuguese TC) on why they supported MS-OOXML.</p> <p>The Ombudsman answered that the proper authority is the ITC Division of CHoC, so he should ask them. Their answer, straight from the Chief of the Division:</p> <blockquote> <p>«Effectively, CHoC did not emit any kind of opinion against or in favour of OOXML's specification through it's representatives with competence on the subject matter.»</p> </blockquote> <p>Furthermore, <a href="http://www.inst-informatica.pt/servicos/normalizacao/comissoes-tecnicas/pt_show_ct_id?id:int=10">Miguel Pinto Luz, who represents CHoC at the Portuguese TC</a>, is not part of the <a href="http://www.cm-cascais.pt/Cascais/Autarquia/Executivo_Municipal/">executive body of CHoC</a>, neither of the curreent <a href="http://www.jf-alcabideche.pt/orgaos.asp">executive body of the County of Alcabideche</a>, which is part of Cascais, whom he belonged to in the past, as responsible for Child's Parks (2002) and Youth (2005).</p>
