In this time of financial crisis, Romanian government has chosen to spend big on Microsoft software: 458 millions euro in 2010-2013.

The authorities seems to be totally disconnected from the actual national reality. It's not only the harsh financial times, but - despite many malicious obstacles - the Free Sofware community is growing steadily in Romania, advocating the official adoption of Free Software in Romania's public administration.

How does this Romanian activity directly relate to Open XML? Will there be explicit Romanian support for Open XML?

I find Georg's argument is flawed. It draws a line between competition fines, structural funds for a candidate nation and Romanian software procurement. From an advocacy perspective ideally you get your criticism embraced by the major opposition party and make inroads there, contacts you establish and use to support your cause when the tide changes. Free software supporters may be interested to convince their European Parliament candidates:
