summary:
They are rumors that some countries (more details soon) might suddenly become P-members, under Microsoft pressure. Microsoft is probably afraid to loose the vote of the P-members, thus they are asking National Bodies of developing countries to quickly become P members. This move can be quickly done. The vote of P and O members is becoming a moving target.

Some questions to investigate:

1. Which countries? (I suspect Cote d'Ivoire to be a moving target)
2. How fast can you become a P member (it depends on the SC34 secretariat, who is not responsive to our emails)
3. How much does it costs?
4. What are the criterias to become a P member when you are an O member?

We can expect the SC34 Board Resolution Meeting to be full of Microsoft puppets, where the technical comments will be discarted with a consensus of course:

To the beautiful city of Oslo to attend the first SC 34 meeting of the year, and in particular to progress DSDL. SC34 suddenly has a lot of new P member countries ('participating member' countries) sending representatives, and I am interested to note the majority of their representatives are, as individuals, also Microsoft employees. However, thoughts of Office Open XML (OOXML) are far from my mind, and far from the agenda for this meeting, a point strongly made by our secretary who emphasised that OOXML was outside the bounds of what we were going to be discussing.

SC 34 as a body never gets to vote on the standardisation of SC 34; for details of how the standardisation really happens, see the OOXML article on Wikipedia (http://en.wikipedia.org/wiki/Office_Open_XML#Standardization)
