This is a clear decision of choice of ODF over OOXML!
What MAMPU (Malaysian Administration Modernization and Management Planning Unit) has done is to issue a tender to conduct a study to create road maps to implement open standards in general and ODF in particular in the whole of the Malaysian public sector.
This announcement indeed signals Malaysia's commitment to ODF and open standards.
