Basically:
1) CCE (Electronic Chamber of Commerce) wasn't designated now for the profit of Microsoft. It was designated in November'07 because INN had not enough resources to study technically the standard.
2) Microsoft doesn't control CCE. It has 43 members being open to others and for example among its members are well known entities positioned against OOXML. For example: IBM and GNU Chile. Plus 10 universities, several government institutions,…

I worked for the chilean government until november 23th (2007) and I got fired because my position against the ooxml and because I recommended FLOSS for the chilean public sector.
