The representative of Ivory Coast (Côte d'Ivoire) here in Geneva is Wemba Opota, a senegalese citizen,, who is responsible for Microsoft West Africa. Now the cacao has definetely a bitter Microsoft smell.

He is the chief of the Ivorian delegation in Geneva, and is allowed to speak at the microsoftphone in the closed doors room of the Ballot Resolution Meeting (BRM).

Microsoft has got a special investigation by the EU about its practices with respect to the OOXML. I think that there might be a sizeable amount of scrutiny of Microsoft's decision making with respect to the Ivory Coast. After the Swedish debacle I thought MS would have become a lot more subtle in there handling of this. Obviously not.

Ivory Coast is outside of the jurisdiction of the European Union.

It does not matter whether the Ivory Coast is or is not outside the jurisdiction of the EU. What matters is that Microsoft is within the jurisdiction of the EU. It also matters that the actions MS is taking (if, say, the Ivory Coast representative is a pawn of MS) have foreseeable consequences inside the EU. So, the EU may very well look into the actions of MS in the Ivory Coast and be within its jurisdiction.
