The 5 months ballot started on the 2nd of April 2007. JTC1 directives were changed on the 5 of April 2007, in order to add a special chapter 13 wrote with the help of ECMA's Jan van den Beld about the Fast Track procedure. So which version applies to the current process? v2.0 or v3.0?

The 5 months ballot started on the 2nd of April 2007. JTC1 directives were changed on the 5 of April 2007, in order to add a special chapter 13 on the Fast Track procedure, chapter written with the special help of ECMA's Jan van den Beld:

In accordance with Recommendation 3 of the March 2007 SWG-Directives meeting, this version of the JTC 1 Directives is dedicated to Mr. Jan van den Beld for his many years of service to JTC 1, specifically his unwavering dedication to the development and evolution of the JTC 1 procedures.

So which version applies to the current process? v2.0 or v3.0?

Can you change the rules while a process is running?

My opinion is that v3.0 does not even apply in the case of DIS29500.

Zoobab,

V3.0 contains the following text : "This version of the JTC 1 Directives, Edition 5 has been produced in accordance with the recommendations of the November 2006 JTC 1 Plenary meeting in South Africa (JTC 1 N 8426)."

The new version is dated 05-Apr-07, and was issued on 10-Apr-07, but the changes were decided in Nov-06, before the start of the DIS25900 procedure.

So, the questions are :
- do the changes apply from the date they are decided, or from the date they are published ?
- if the publication date determines applicability, are the changes applicable only to the procedures that start after publication, or are they applicable also to the procedures already running ?

Any JTC1 expert available to answer this ?

It seems that there was a letter ballot on the JTC1 directives. We need some people to dig this.
