向微軟說不！——反對 Microsoft Office文件格式成為ISO標準

本人基於下列理由，請求 ISO 的國家成員對 ISO DIS 29500（Office OpenXML 或 OOXML 格式）投以「反對」的一票：

  1. 現時已有一個稱為 Open Document Format (ODF) 之 ISO26300 文件格式標準。設立雙重標準會令業界、政府及各國公民增添運作成本、疑慮及困惑；
  2. 現時並無證明已有可執行 OOXML 格式的軟體︰Microsoft Office 2007 只能儲存特別版本的 OOXML 格式，而這種特別格式並不符合原有的OOXML 規格；
  3. OOXML 之規格文件中欠缺了重要的資訊，例如如何實作標準中的 autoSpaceLikeWord95 或 useWord97LineBreakRules；
  4. 動議標準提出的範例之中，竟有超過百分之十並非有效的 XML；
  5. 該標準並沒有保證任何人均可以在不用支付微軟的專利特許費用，及免被微軟作專利侵權索償下，編寫一個完全或部分實作 OOXML 的軟體；
  6. 動議中的標準，正正與其他ISO標準有相互衝突的地方，如ISO8601（表示日期及時間之格式），ISO 639（為語言訂定的語言代碼）或 ISO/IEC 10118-3（加密雜湊函數）；
  7. 該標準在試算表（Spredsheet）檔案格式中有一個嚴重錯誤，令軟體無法輸入任何1900年之前的日期。同樣的錯誤除了影響OOXML 規格，並同時影響以下的軟體的版本：包括 Microsoft Excel 2000、XP、2003、2007；
  8. 該項動議中的標準只由微軟單方面設立，並沒有諮商所有與文件格式標準有關的利益團體（包括生產商、賣家、買家、使用者及管理者）之經驗及專業意見。
